SAN ANTONIO — Since last September local DWI instructor Jeneen Phillips has been on a mission to keep people from drinking and driving. She’s the founder of RUI or Rides Under the Influence. RUI is a free ride service for you and your car. RUI is expecting to be busy this labor day weekend.
